Parking Wars . . . Looking for Input

I live in a condo building that has two accessible parking spaces in front of it. These two spaces are on either side of the curb cut. 

 

I don’t know if they are using these spaces illegally but what I do know is that they think the striping is there so that they have more room to park, sometimes making it nearly impassable for me to get to the curb cut so I can get into my building. 

Have you had similar experiences? How did you resolve the issue?
